[SMM Survey] Weekly Electrolysis Cell Industry Review, 2025-0912-0918

In terms of capacity, according to incomplete statistics, the domestic alkaline electrolyzer market maintained a capacity of 43.77 GW, with no new capacity added temporarily.

There was no publicly available delivery information this week.

Previous delivery situations are as follows:

Accelera, a subsidiary of Cummins, delivered a 35-megawatt (MW) proton exchange membrane (PEM) electrolysis system to Linde Group's green hydrogen plant under construction in Niagara Falls, New York.

The 10 Nm³/h hydrogen production equipment and 10 kW fuel cell combined heat and power system delivered by H2rich to Morocco's Clean Hydrogen Excellence Center were successfully shipped.

The China Shipbuilding (Handan) Perry Hydrogen Energy Technology Co., Ltd., a subsidiary of the 718th Research Institute of CSSC, completed the final transportation and loading of 50 MW of electrolyzer equipment, consisting of ten 1000 Nm³/h units, and officially shipped them from Lianyungang Port to Piraeus Port in Greece.

The 10,000 Nm³/h electrolyzer that Sany Hydrogen Energy won the bid for in the Shenzhen Energy Etuoke Banner Wind and Solar Power to Green Hydrogen Integrated Synthetic Green Ammonia Project has been smoothly shipped.

CRRC Zhuzhou Electric Locomotive Research Institute Co., Ltd. officially shipped 13 independently developed 1000 Nm³/h electrolyzers and began sequential delivery to the Guohua Cangzhou "Green Port Hydrogen City" project.

The 50 Nm³ hydropower electrolysis products supplied by H2rich for Malaysia's State Grid Corporation of China TNB-PCSS Green Hydrogen Demonstration Project have been successfully shipped to Shanghai Port.

Wenshi Hydrogen Energy's AEM hydrogen production system was successfully shipped to Austria.

The MW-scale hydrogen production system developed and produced by Hydrogen E-Tech has been shipped and will be used in a domestic large-scale energy enterprise's hydrogen production-related project.

Shanghai Hydrogen Era Technology Co., Ltd. delivered four 1050 Nm³/h electrolyzers to the China Energy Engineering Group Songyuan Hydrogen Energy Industrial Park Project.

China National Heavy Duty Truck Group Electric Power Co., Ltd. (Yangzhou) Hydrogen Production Equipment Co., Ltd. successfully delivered a complete set of 1000 Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000 Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank, among other supporting equipment. The delivery destination has not been obtained yet.

As of August 14, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85 MW of alkaline electrolyzers in Q2 (data sourced from publicly available information and SMM survey).

Updates on electrolyzer projects are as follows:

1. Goldwind Runhang New Energy Technology Co., Ltd. (a wholly-owned subsidiary of Goldwind Science&Technology) signed an investment agreement project in Urad Middle Banner, Inner Mongolia, for the Urad Middle Banner 3 GW Wind-Hydrogen-Ammonia-Methanol Integrated Project.With a total investment of approximately 18.92 billion yuan, Goldwind Science&Technology will make the investment in stages using its own funds and bank loans. Green Hydrogen Production via Water Electrolysis: Utilizing wind power to drive electrolyzers, with an annual green hydrogen output of approximately 100,000 mt, providing raw materials for subsequent chemical production. Biomass Gasification Coupling: Leveraging local biomass resources, combined with green hydrogen through gasification technology, to produce 600,000 mt/year of green methanol and 400,000 mt/year of green ammonia.

2. The 150,000 mt/year green methane project, promoted by Liaoyuan Tianying Hydrogen Energy Technology Co., Ltd. in Liaoyuan City, Jilin Province, has entered the environmental impact assessment (EIA) public notification stage. Green Electricity Hydrogen Production System: Scale: Equipped with 88 alkaline electrolyzers, each with a hydrogen production capacity of 1,000 Nm³/h, total hydrogen production capacity of 88,000 Nm³/h, requiring approximately 5 billion kWh of green electricity annually (provided by self-built wind farms). ESS Design: Includes 17 hydrogen spherical tanks, each 2,000 m³, to buffer the impact of wind power fluctuations on methane synthesis and ensure continuous production. Green Methane Synthesis: Raw materials are CO₂ captured from biomass power generation projects (annual capture volume about 500,000 mt) and green hydrogen, which undergo catalytic synthesis to produce methane. Technical Route: Utilizes patented technology from Iceland's CRI (Carbon Recycling International), which has been commercially applied in Iceland with a conversion rate exceeding 70%. Product Specifications: After deep cooling and liquefaction, the green methane purity reaches 99.97%, meeting international shipping fuel standards (ISO 13686).

3. The green hydrogen component of the 100,000 mt hydrogen-ammonia integration project in Minqin County, Wuwei City, Gansu Province, promoted by Gansu NengHua Green Energy Investment and Development Co., Ltd., has entered the feasibility study stage. The project plans to construct 10 hydrogen production plants, each equipped with one load-side microgrid and two hydrogen production areas, A and B: Area A (Alkaline Electrolyzers): Single-area hydrogen production scale of 4,000 Nm³/h, using 4 sets of 1,000 Nm³/h square alkaline electrolyzers, supported by 4×6 MW hydrogen production power supplies. Area B (PEM Electrolyzers): Single-area hydrogen production scale of 6,000 Nm³/h, using 3 hydrogen production units (each unit with 8×250 Nm³/h PEM electrolyzers), supported by 2×5 MW hydrogen production power supplies. Total Hydrogen Production Scale: Single plant 10,000 Nm³/h, 10 plants totaling 100,000 Nm³/h; based on 8,760 operating hours per year, the annual green hydrogen production capacity is approximately 876,000 mt.

4. The core component of the Fuhai County PV+ESS Hydrogen-Ammonia-Methanol Integration Project, promoted by Hongyang Hydrogen Run Energy Technology (Fuhai) Co., Ltd. in Fuhai County, Altay Prefecture, Xinjiang, has entered the environmental impact assessment (EIA) public notification stage. Green Hydrogen Production Capacity Design: Hydrogen production scale: Equipped with 72 sets of alkaline electrolyzers, total capacity 72,000 Nm³/h; based on 5,600 operating hours per year, the annual green hydrogen production capacity is approximately 36,000 mt. Equipment Configuration: 36 sets of 2,000 Nm³/h electrolyzers; 24 sets of 3,000 Nm³/h electrolyzers; 12 sets of 5,000 Nm³/h electrolyzers (provided by Shuangliang Energy Conservation). Storage and transportation system: Construction of 30 hydrogen spherical tanks (2000m³/1.5MPa), along with liquid hydrogen storage tanks and filling stations.

5. Air Liquide (Qingdao) No. 2 Co., Ltd.’s300,000 mt/year green methanol projectin Qingdao, Shandong province has entered the preliminary preparation stage. Product scale: Annual production of 300,000 mt of biomass-based green methanol, to be constructed in two phases (Phase I: 150,000 mt, Phase II: 150,000 mt), adopting the "biomass gasification + green hydrogen ratio adjustment" technical route, reducing the carbon footprint by over 90% compared to traditional coal-to-methanol. Raw material composition: Biomass raw materials: Annual consumption of 1.2 million mt of agricultural and forestry biomass such as straw and forestry waste, supplied by agricultural cooperatives in Qingdao West Coast New Area and surrounding regions. Green hydrogen supplementation: Construction of a 5000Nm³/h alkaline electrolyzer (tentatively supplied by CSSC 718th Research Institute), utilizing local wind and PV power for hydrogen production to adjust the syngas H₂/CO ratio to 2:1.

6. China Energy Engineering Group (CEEC)’sLuquan District PV Hydrogen Production and Hydrogen Energy Supporting Industry Projectin Shijiazhuang, Hebei province has entered the equipment installation stage. PV field area: Huangyan Village, Shijing Township, Luquan District, covering approximately 500 mu, with 180,000 PV modules installed. Hydrogen production plant area: Luquan Economic Development Zone, adjacent to the Xibaipo Expressway, with supporting construction of a 35kV substation and an energy storage system.

7. Xinjiang Dongming Plastics Co., Ltd.’s800,000 mt/year coal-to-olefins projectin Zhundong Economic and Technological Development Zone, Xinjiang has entered the critical stage of 3D model review. Review scope and content: Units reviewed: Initial completion of the 3D model review for the gasification unit (4 units of 4.5m diameter pulverized coal pressurized gasifiers), the Rectisol unit, and the sulfur recovery unit, focusing on verifying the rationality of equipment layout, the safety of pipeline routing, and the convenience of operation and maintenance. Technical validation: Anti-freeze design for the cold box area of the Rectisol unit, verifying process stability through simulation of extreme conditions at -40°C. Thermal integration design between the high-temperature zone (1400°C) of the gasifiers and the shift conversion unit, ensuring a syngas waste heat utilization rate of ≥92%.

Policy Review

  1. The first hydrogen energy standard in the energy industry, NB/T 11810-2025 "Code for Preparation of Renewable Energy Power Hydrogen Production Engineering Planning Reports," compiled by the HydroChina Corporation, was officially released and will take effect on December 30, 2025.
  2. The European Commission approved a €4 billion electrolyzer special fund, providing a 30% equipment cost subsidy for projects with a capacity of ≥500MW/year, and setting a 2030 efficiency target for green hydrogen project electrolyzers of ≥60% (LHV basis).
  3. The European Commission issued the "Clean Industrial Agreement National Aid Framework," which explicitly requires member states to prioritize support for "Renewable Fuels of Non-Biological Origin" (RFNBOs) and ensures public resources are directed toward low-carbon technologies through detailed rules such as fund allocation ratios and project timelines.

Enterprise Dynamics

  1. CSSC Peric Hydrogen passed the reassessment as a Hebei province Manufacturing Single Champion Enterprise.

  2. Guangdong Yangjiang Xibeiyou Hydrogen's first containerized hydrogen production system rolled off the production line.

  3. Huaneng Laiwu Power Generation Co., Ltd. and Hydrogen Green Dynamic New Energy (Wuhan) Co., Ltd. held in-depth discussions on hydrogen power generation, focusing on the key role of hydrogen in the transformation of traditional coal-fired power enterprises and peak shaving in new-type power systems.

  4. National Hydrogen Technology and Beijing Gome Hydrogen Energy held a strategic cooperation agreement signing ceremony in Beijing on September 15.

         5. Fujian Longzhou Haiyou New Energy Co., Ltd. 51% equity, with a transfer base price of 17.5459 million yuan.

         6. Jiageng Laboratory transferred 12.5% equity of Xiamen Qihang Hydrogen.

         7. Tianjin New Hydrogen Power Technology Co., Ltd. transferred 17.44668% equity to Tianjin Jinneng Bindian Engineering Co., Ltd., with a transaction amount of 20 million yuan.

Patent Applications

  1. Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing ceramic-based anion exchange membranes with a lab-tested lifespan of 80,000 hours.
  2. Johnson Matthey (UK) filed patent WO2025109876, disclosing an Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to platinum-based materials.

Technology Footprint

  1. GKN Powder Metallurgy announced the development of a new generation of high-performance, high-porosity, high-purity porous transport layers (HP-PTL) for proton exchange membrane (PEM) electrolysis.
  2. The first 220 kW high-safety solid-state hydrogen storage fuel cell emergency power generation system was officially unveiled and put into application demonstration at the Microgrid Union Wi-Fi Smart Terminal Industrial Park. This achievement marks a major breakthrough in China's independent core equipment in the field of hydrogen emergency power.
  3. Tongda Electromagnetic Energy Co., Ltd. independently developed and manufactured China's first off-grid medium-voltage DC 20kV direct-connect hydrogen production power supply (also known as "Hydrogen Yuan 1"), which was successfully applied.
  4. Nel Hydrogen (Norway) launched the new-generation PEM electrolyzer HySyner500, with current density increased to 5A/cm² and material cost per unit capacity reduced by 22%.
  5. The sea trial of the offshore wind power PEM hydrogen production and storage system delivered by Shanghai Qingsheng Chuanghe Energy Technology Co., Ltd. was successfully conducted at the offshore test site in Yazhou Bay, Sanya.
  6. Hunan Longshen Hydrogen Energy Technology Co., Ltd. launched a PEM electrolysis water sheet extrusion coater, significantly reducing the cost of expensive catalyst raw materials.
  7. The launch meeting for the R&D project "Split Modular Seawater Direct Electrolysis Hydrogen Production Technology and System Equipment Without Desalination," a landmark initiative under Guangdong Province's Key R&D Program in the "New-Type Energy Storage and New Energy" field, was grandly held at Shenzhen University.
